MINUTES OF THE
LAKE IMPROVEMENT BOARD
FOR BEAR LAKE
AUGUST 20, 2009

Present: Don Brisbin, chairman, Bob Yates, Secretary, Carver Edwards, Treasurer, Mark DiBenedetto, Drain commissioner, Bryan Harris with Board guest Jennifer Jermalowicz-Jones, Lakeshore Environment rep.

Absent: Ken Hilliard

Approval of minutes: motion by Carver Edwards seconded by Don Brisbin to approve July 23, 2009 minutes.

Treasurer Report: Carver provided treasurer report – current balance after third quarter Lakeshore Environmental billing at $131,706.45.

Motion by Mark DiBenedetto to approve bill from PLM Lake Management Corp. in the amount of $3,960.00 for 07/16/2009 lake treatment seconded by Carver Edwards.

Public Comment: Mrs. Raiff commented personal guests have noted marked improvement in fishing in Bear Lake. Also should be noted no invasive species (phragmities) on West shore of Big Bay.

Old Business: Jennifer Jermalowicz-Jones report to perform water quality study (August 27 – 28) results will be ready for Sept. 17th meeting.

PHRAGMITIES on Blarney Castle property – letter was received from Blarney Castle (attached) with offer to pay half of treatment ($960.00) improvement board to pay other half – discussed and decided that based on our formulation guidelines the lake improvement board has no jurisdiction to financially assist with treatment.

Mr. & Mrs. Reid (Onekama) provided an extensive educational discussion regarding Phragmities – including its’ ability to spread and cleanup/treatment.

Don Brisbin reported that audit paperwork was executed and audit under review.
2009 winter assessment will include 391.1 units – discussion followed and was decided that the 2010 assessment would be set at $60 per unit – (generate 23466).

Motion by Mark DiBenedetto and seconded by Don Brisbin – all in favor.

New Business: none

Public Comment: Next meeting September 17, 2009 at Bear Lake Township Hall.
