January 8, 2008 Meeting Minutes
Jack Sawka called the meeting to order at 7:00 PM.
Introductions were made of all the board members and the four guests, Jennifer Jermalowicz-Jones was
also in attendance and Attorney Michelle Brya was present via conference phone.
There was no public comment.
Minutes were read and approved with two minor corrections. Mr. Solberg's name was changed to Mr.
Somsel and the figures for the Village of$100.00 was corrected to $150.00.
Communication Plan: The website is up and running the address is www.bearlakemichigan.org. A
motion was made to accept the proposal for the cost and maintenance fee for the website for our
information. The Lake Improvement Board will piggyback on the Bear Lake Village website. The
motion was moved by Bob Yates and supported by Alan O'Shea. The motion was unanimously carried.
Special Assessment Distirct: ASI confirmed the accuracy of the SAD data and will go over it again to
make sure.
Hearing date for the SAD will be February 28, 2008 at the Manistee County Road Commission, at
7:00PM.
A motion was made to pursue getting a large map showing all parcels that are in the SAD.
This motion was moved by Ken Berentsen and supported by Alan O'Shea. The motion was
unanimously carried.
Discussion was held as to who is in and who is out of the SAD. A motion was made to accept
methodology dated 10/25/07 as the means to assess for SAD parcels. This motion was moved by Ken
Berentsen and supported by Robert Yates. The motion was unanimously carried.
Feasibility Study: ASI representative Jennifer Jermalowicz-Jones, discussed the changes made to the
study as per the boards suggestions at the December 18,2007, meeting.
A discussion was held regarding the issues other than non-native invasive species and how they would
be addressed and who we would refer them to.
A motion was made to adopt the LIB computation ofproject costs with up dates agreed to by the board.
This motion was moved by Alan O'Shea and supported by Ken Berentsen. The motion was
unanimously approved.
The hearing date for the Feasibility Study will be held on February 21,2008 at the Manistee County
Road Commission, at 7:00PM.
Preparations for Public Hearings:Location, time, and dates are set. Public notices for local paper will be
sent and individual letters to be sent to all parcels in the SAD.
Manistee County Revolving Fund Formal Application: Attorney Michelle Brya, contacted Mr. Ford,
legal council for Manistee County, as to the plans and associated costs as well as SAD and estimated
cost per unit.
Future Meeting Schedules: Discussion on studies, hearings, updating the SAD, cost per unit, and
reports to the Township Boards and Village to be held on the 3rd Thursday of each month starting in
April through October.
Next Meeting: February 21,2008, 7:00PM at the Manistee County Road Commission.
Other Business: Jennifer Jermalowicz-Jones will send most current SAD information to the Board via
email.
The meeting was adjourned at 9:12 PM.
