Wellhead Protection Minutes
December 14, 2005

The Wellhead Protection Meeting began at 7:00 p.m. at the Bear Lake Village Hall.
Members Present: Vern Best, Carver Edwards, Robert Howe, Jim Ludwig, Glen Moore, Michelle Mortenson, Ron Ronning and Carol Urbanus.
Absent: Dendra Best, Connie Guerne, Ricke Guerne, Don Hyrns, Alfred Johnson, Mike Ludwig, Gary McBride.
Guests: Don Conway (Gosling Czubak, Engineer).
Overview: Vern Best will send out the Wellhead Contingency Plan (2003) to various businesses and organizations. The Contingency Plan will be updated in 2008.

Dendra Best was successful in securing a $600 Grant from the Manistee County Community Foundation for the period of December 1, 2005 thru December 1, 2006 for the Village of Bear Lake. The grant will be geared toward the Education Program planned at Bear Lake School.

Don Conway reported that we have completed all major elements for the previous year and meet all requirements.

The DEQ has requested a timeframe and liaison person to ensure obligations are being met for the upcoming year. Future plans include a K-12 Education Program that will attentively be held in March of 2006 during Water Awareness Week. Ideas for the program are encouraged and will be discussed during the regular council meeting.
The meeting closed at 7:30 p.m.

Village of Bear Lake
December 14, 2005

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:35 p.m. at the Bear Lake Village Hall.
Council Present: Vern Best, Howard Higley, Robert Howe, Glen Moore, Michelle Mortenson, Ron Ronning and Carol Urbanus.
Absent: Connie Guerne, Ricke Guerne and Don Hyrns.
Guests: Carver Edwards and Jim Ludwig (portion of meeting)
Minutes: The November minutes were approved as presented.
Treasurer’s Report: Motion by Ron seconded by Carol to accept the Treasurer’s Report as read. Motion carried.

Bills: Motion by Ron seconded by Robert to pay the bills as presented. Motion carried.
Guests: Jim Ludwig approached the subject of water runoff at the school parking and was informed that it was designed and built to required specifications.
Correspondence: The Village has received many Christmas cards and a Thank You from the Bear Lake Promoters for the use of Hopkins Park for their “Sparkle in the Park” display. Thank you letters will be sent to: Dendra Best for writing and securing a $600 grant from the Manistee County Community Foundation; the Bear Lake Promoters for their continued efforts in promoting Bear Lake with their outstanding events. A letter will be sent to the Manistee County Road Commission asking for a good faith effort be put into removing the buildup of snow on U.S. 31 (in front of downtown businesses).
Bonus: Motion by Vern seconded by Carol to give Village Maintenance Man Howard Higley a $750.00 bonus. Motion carried.
Campground Supervisor: Motion by Ron seconded by Robert to appoint Connie Guerne as the new Campground Supervisor. Motion carried.
Planning Resolution: Various aspects of the multi-jurisdictional group were discussed with the council being in favor of joining the collaboration with Bear Lake Township and Pleasanton Township in their efforts to write a shared Master Plan and Recreation Plan to enhance and better direct our common future growth. Motion by Ron seconded by Carol to sign the Cooperative Planning Resolution Agreement. Motion carried.
Discussions Held On:
- The fire department will be informed of a broken hydrant that will be fixed in the near future on Cody and Maple streets.
- A flat tire on the tractor was repaired.
- Future projects such as a new roof on the pavilion in the park, gravel in the park, tree replanting at the Keddie Norconk Memorial Library, Various repairs on curbs in the Village, Water Main and Storm Drain Repairs.
- The Village Hall was once again used as the facility to take depositions on a continuing case on December 13th.

Meeting adjourned at 8:25 p.m.
