The Wellhead Protection meeting began at 7:00 p.m.
Members Present: Vern Best, Robert Howe, Don Hyrns, Michelle Mortenson, Ron Ronning, Carol Urbanus, Gary McBride and Glen Moore.
Absent : Connie Guerne and Ricke Guerne.
Guests: Don Conway (Gosling Czubak, Engineer), Carver Edwards, Jay Johnson and Dave Long.
Overview : Don Conway presented a summary of completed past activities plus some of the upcoming projects for the Village of Bear Lake. Completed activities included: Installation of monitor wells at Village well field; Aquifer testing; a regional ground water study was conducted; Established the Wellhead Protection Area; Contaminant source inventory; Contingency Plan; and Education Activities.
The Wellhead Protection Grant requested and approved for 2005 was $4,000 (with the Village to match for a total of $8,000).
Vern Best reported that water samples were collected from various sites for potential nitrite contamination with concern centering property on the corner of 11 Mile Road and Anderson Road along with possible contamination on the corner of Potter & US 31 Roads. Great Lakes Water Testing in Lake Ann will conduct water testing for individuals at a cost of $12 or a reduced rate of $10 for a group of at least ten people.
DEQ site has a map (thru 2003) that shows the nitrate levels at various areas. An updated map should be available soon which will probably show more areas contaminated near our wellhead protection area.
Basic items need to be completed in order to fulfill the requirements of the grant. They include: A Management Plan; New Well Location Plan (including a reliability study, property availability, location with respect to existing water mains, water quality, aquifer capacity, potential sources of contamination and isolation requirements) and a final Program Plan.

Village of Bear Lake

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:35 p.m. at the Bear Lake Village Hall.
Council Present: Vern Best, Connie Guerne, Ricke Guerne, Howard Higley, Robert Howe, Don Hyrns, Michelle Mortenson, Ron Ronning, Carol Urbanus, Gary McBride and Glen Moore.
Guests: Carver Edwards, Jay Johnson and Dave Long.
Minutes: The January minutes were approved as presented.
Treasurer's Report: Motion by Carol seconded by Robert to accept the Treasurer's Report as read. Motion carried.
Bills: Motion by Ron seconded by Don to pay the bills as presented. Motion carried.

Lawsuit: The Village of Bear Lake has been named in a lawsuit brought by Guy Vertz (charter communication employee) who was injured on January 30, 2002 due to a fall from a utility pole. The Mathieu Agency has been notified and is handling the lawsuit.
Budget: A preliminary budget was presented with brief discussion on the various accounts. The budget hearing will be held at the March 9th, 2005 regular Village meeting.
Discussions Held On:
- A Budget Hearing Meeting was set for March 9th at 7:30 p.m. during our regular meeting.
- Village Truck will need repair.
- Village approved 2005 Brush Cleanup postcards to be printed and distributed in the water bills.
- Strategic Water Quality Initiatives Fund could possibly be available to the Village of Bear Lake residents, if criteria's were met. No action taken at this time.
