November 9, 2005
The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.
Council Present: Vern Best, Connie Guerne, Ricke Guerne, Howard Higley, Robert Howe, Don Hyrns, Glen Moore, Michelle Mortenson, Ron Ronning and Carol Urbanus.
Guests: Scott Brown, Jean Burley, Pastor Al Cantor, Carver Edwards, Denise Hubbell, Gary McBride, Jim Reed, Tim Richards and Kim Schafer.
Minutes: The October minutes were approved with corrections.
Treasurer's Report: Motion by Carol seconded by Ron to accept the Treasurer's Report as read.
Motion carried.

Bills: Motion by Robert seconded by Don to pay the bills as presented. Yes votes: Ricke Guerne, Robert Howe, Don Hyrns, Ron Ronning, Carol Urbanus and Glen Moore. No vote: Vern Best. Motion carried.
Sparkle In The Park: Past Al and Denise Hubbell presented flyers explaining the legality of allowing nativity scenes in Hopkins Park. Motion by Ron seconded by Ricke to allow Nativity Scenes in Hopkins Park based on the information provided. Motion carried.
School Parking Lot: Scott Brown from Ron Brown and Sons, gave an update on the paving on the school parking lot which is progressing nicely.
Beach at the Park: Kim Schafer from Schafer Excavating and Jim Reed proposed an idea via Envision Bear Lake, to create a swimming area close to where the playground is located. The beach would be approx 100' x 40'. Businesses and local community members will volunteer their time. Ron, Carol and Connie will serve as liasons between the Village and Envision Bear Lake Members. The council embraced the idea and a motion was made by Ron and seconded by Ricke to set aside $2,000.00 for various items such as permits. Motion carried.
Village Limits: Jean Burley approached the idea for expanding the Village Limits and what positive or negative aspects it might have on the community. Discussion ensued but no action will be taken as this time.
Septic Tank: Motion by Vern seconded by Ron to allow a resident on the corner of Main and Wise to remove the septic tank under the sidewalk if he agrees to replace the sidewalk at his expense. Motion carried.
Drain: Motion by Don seconded by Ricke to erect a fence around the drain by Carver Edwards House. Motion carried.
Halloween Hours: Motion by Vern seconded by Don to set the Halloween Hours for 5:00 - 8:00 p.m. for 2006 and beyond. Motion carried.
Tree Donation: Gary McBride offered to donate a tree for the Village to decorate for Sparkle In The Park. Motion by Vern seconded by Don to glady accept the donation for the tree and to purchase lights if needed. Motion carried. A sincere thank you is extended to Gary.
Lights: Motion by Carol seconded by Robert to purchase 3 strings of lights and needed bulbs for the Bear Lake Promoters. Motion carried.
Equipment: Motion by Vern seconded by Robert to purchase 2 new tires for the truck. Motion carried.
Amend Budget: Motion by Ron seconded by Don to amend the budget for the Clerk and Treasurer's pay increase by $2,250.00. Motion carried.
Winter Parking: Motion by Ron seconded by Robert to have Pioneer Press Printing print postcards to send to Village residents reminding them of the winter parking hours which are Nov. 15 to April 15 from Midnight to 6:00 a.m. Motion carried.
Right-of-way: Motion by Carol seconded by Robert to send a letter to a local resident about their trailer parked in the Village's right-of-way and asked for it to be removed. Motion carried.
Discussions Held On:
- Vern gave a report of the meeting he attended concerning water and recycling.
- Vern asked for various financial reports from 2004 under the Freedom of Information Act
- The audit was discussed but final decisions were tabled until next months meeting.
- Vern requested the Wellhead information be put back on the website.
