Village of Bear Lake
April 19, 2006

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present: Connie Guerne, Ricke Guerne, Howard Higley, Robert Howe, Don Hyrns, Glen Moore and Ron Ronning

Absent: Vern Best, Michelle Mortenson and Carol Urbanus.

Guests: Clayton Setzer, Rick Setzer, Tim Richard, Dendra Best, Jim Ludwig and Polly Ludwig.

Minutes: The March 2006 minutes were approved as presented.

Treasurer's Report: Motion by Ron seconded by Robert to accept the Treasurer's Report as read. Motion carried.

Bills: Motion by Don seconded by Ron to pay the bills as presented. Motion carried.

Guests: Clayton and Rick Setzer were informed by the Village Council that no action will be taken on their request, per the legal recommendation from our attorney.
Dendra Best (representing the Northwest Michigan Onsite Wastewater Task Force) provided the Village (a copy is also available at the Keddie-Norconk Memorial Library) with packets containing information on how to protect surface and ground water along with valuable ideas on alternative types of wastewater treatment systems and how they work. A joint effort between the Joyce Foundation and the Manistee County Community Foundation is what helped to yield the educational packets.Dendra also informed the council about a 20-year loan at 1.68% that is available thru a program called the "Clean Michigan Initiative, a Strategic Water Quality Initiative Fund" which is designed for small communities to help those within the community who want to replace their individual system or replace a cluster of systems with a shared community drain field or system. More information will be offered at a June 1st workshop with the DEQ.
Jim and Polly Ludwig requested information on the status of repairing the broken fire hydrants, streets and adding some curbs in the Village. Progress will be made on repairs this summer.

Correspondence: MML, Manistee County Sheriff's Department, Bittner, Hyrns, Daly & Riemland and Manistee County Library.

Bear Lake Days: A letter delivered by Nancy Richard (representing the Bear Lake Lioness Club) requested the closing of various streets for Bear Lake Days on July 8th, 2006. Motion by Don seconded by Robert to close Main Street between US 31 to Virginia and Wise Streets from US 31 to Jim Reed's driveway for Bear Lake Days on Saturday July 8th from 6:30 a.m. to 6:00 p.m. Motion carried.

Fence: Motion by Ron seconded by Ricke to have Evans replace fence around new school parking lot. Motion carried.

HB 4837: Motion by Robert seconded by Ron to oppose HB 4837 in its entirety, which would require local units of government to prepare two housing affordability impact statements before adopting any ordinance, rule or regulation. Motion carried.

Catch Basin: Motion by Don seconded by Robert to have Ron Brown & Sons perform catch basin work on Cody Street by the school and Wise Street by the Edward's home. Motion carried.

Master Plan: Motion by Ron seconded by Robert to allow Vision Bear Lake to obtain a bid for a Master Plan to be written. Motion carried.

Building Concerns: Motion by Ricke seconded by Robert to send a letter to John and Karen Leckrone concerning the falling bricks on the Old Variety Store and the broken window at the Odd Fellow building. Motion carried.

Water Turn-Off: Motion by Ron seconded by Don to send a certified letter to Connie Walstrom and Terry Dansby regarding water shut off in 10 days. Motion carried.

Discussions Held On:
- Various sidewalk repairs needed in the Village.
- Insurance quotes are comparable to what the Village currently pays.
- Inquiry will be made into distributing a petition for street improvements through a millage in 2007.
- Will payoff Carter's with the final sale of their home, per 10-water agreement.
- New gravel and brine will be put down in Hopkins Park.
- Drain basin was repaired on Wise street.
- Quotes will be sought on trimming a tree on Cody street by Jim Ludwig's home.
