Village Council Minutes - Approved
Village of Bear Lake August 16, 2006 The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall. Council Present: Connie Guerne, Ricke Guerne, Howard Higley, Robert Howe, Don Hyrns, Glen Moore, Michelle Mortenson, Ron Ronning and Carol Urbanus. Absent: Vern Best Guests: Gregg Brown, Don Raiff, Liz Raiff, Jim Eaton, Carver Edwards, Jack Sawka, Bernie Ware and Ray Franz. Minutes: The July 2006 minutes were approved as presented. Treasurer¹s Report: Motion by Carol seconded by Robert to accept the Treasurer¹s Report as read. Building Fund 62,208.11 Bills: Motion by Ron seconded by Don to pay the bills as presented. Motion carried. Correspondence: Manistee County Library, Michelle McManus, Gourdie-Fraser. Guest: Bernie Ware gave an update on the multi-jurdisctional meeting that will be held on September 6th, 2006 at 7:00 p.m. Glen will be present to sign the agreement. Guest: Don Raiff and Jim Eaton, representing the Bear Lake Property Owners Association gave an update on the Eurasian Water Milfoil Beds that have invaded the lake. They presented maps and underwater pictures that show the extent of the problem and highlighted ideas that could be used to control the weeds. Guest: Jack Sawka is still interested in gathering data about septic permits that were issued in the Village. At this time, the Village feels it is still in the best interest of the Village to pursue other options. The clerk will contact Michael Cox, Project Manager for the Strategic Water Quality Initiative Fund about grant availability for septic system owners. Guest: Carver Edwards, representing the Bear Lake Promoters, requested the use of Hopkins Park again this year for their annual light show. Motion by Carol seconded by Ron to allow the Promoters to use Hopkins Park for "Sparkle In The Park" from mid-November thru early-January. Motion carried. Library: Motion by Carol seconded by Robert to amend the budget increasing the library line item by $50.00 for a total of $800.00. Motion carried. Complaint: Motion by Ron seconded by Robert to send a letter to a local resident regarding their barking dog. Motion carried. Bonus: Motion by Don seconded by Robert to give summer helper Josh Groenwald a $100.00 bonus. Motion carried. Tree: Motion by Ron seconded by Carol to pay Thompson Tree & Stump Removal when the invoice comes due for the tree removal on Wise street. Motion carried. Fire Hydrant: Motion by Carol seconded by Robert to purchase an extra fire hydrant in case of emergency. Motion carried. Light on Bear: Motion by Ron seconded by Don to have a light installed on the Flag & Bear in the Village. Motion carried. Glen will check with Promoters to see if they are willing to share the cost. ACT 51: Motion by Ron seconded by Don to issue a letter of approval to Auditor Dale Stanton for $75 per hour for his help regarding the Act 51 report. Motion carried. Discussions Held On:
