December 13, 2006

The Oath of Office was administered to newly elected Council Members.

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present:  Carver Edwards, Connie Guerne, Ricke Guerne, Howard Higley, Don Hyrns, Gary McBride, Glen Moore, Larry Mortenson, Michelle Mortenson and Ron Ronning.

Absent: Robert Howe.

Guests: Don Conway.

Minutes: The November 2006 minutes were approved as presented.

Treasurer's Report: Motion by Ron seconded by Don to accept the Treasurer's Report as read. Motion carried.

Bills: Motion by Ron seconded by Don to pay the bills as presented. Motion carried.

Correspondence: Manistee County Library.

Guest: Don Conway gave a general overview for plans or ideas for the 2007 Wellhead Grant Program.  Discussion was held with the council deciding not to sign the application for 2006-2007 and revisit the issue in a year or so.

Motion by Don seconded by Larry not to sign the 2007 grant application. Motion carried.

Motion by Ron seconded by Larry to amend the Park fund line items as follows: Add $1,100 to Due to other funds; Add $700 to Public Utilities; Add $1,000 to Repair & Main Supply; Add $1,800 to Repair & Maintenance; Add $250 to Printing & Postage; Add $400 to Refunds; Add $250 to Misc. and Add $20,000 to Capital Outlay. Motion carried.

Motion by Carver seconded by Don to amend the Water Fund line items as follows: Add $2,800 to Repair & Main Supplies; Add $1,500 to Misc; and Add $2,000 to Due to other funds. Motion carried.

Motion by Ricke seconded by Ron to amend General Fund line items as follows: Add $100 to Holiday Decorations and Add $6,000 to Halls & Grounds. Motion carried.

Motion by Don seconded by Ricke to give Howard Higley a bonue for $750.00 Motion carried.

Motion by Carver seconded by Ricke to pay $35 per meeting per person for January, February & March 2007 for three people to attend the Bear Lake Joint Planning Commission. Motion carried.

Motion by Carver seconded by Don to rejoin the Bear Lake Promoters for the 2007 year. Motion carried.

Motion by Ron seconded by Don to obtain a professional opinion from the village lawyer, Bittner, Hyrns - regarding our request to purchase the Schmidt property. Upon agreement confirmation from the lawyer - $20,000 will be paid in full to Robert and Terri Schmidt. Motion carried.

Discussions held on:
- Wheel on the dock will need to be replaced next spring.
- Ricke will be resigning from the position of Street Administrator. A new replacement will be
named at the next meeting.
- The council will search for a new firm to perform the 2006-2007 audit.
- The new address for the "Bear" is 7576 Lake Street.
- New Christmas candles or ornaments may need to be purchased next year as we are
consistently encountering problems with our current village decorations.
- Repair on the plow is being performed with completion expected in the next day or so.
