Village of Bear Lake - June 21, 2006

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present: Connie Guerne, Ricke Guerne, Howard Higley, Robert Howe, Don Hyrns, Glen Moore, Michelle Mortenson, Ron Ronning and Carol Urbanus.

Absent: Vern Best.

Guests: Carver Edwards, Jim Ludwig, Polly Ludwig and Roger Swanson.

Minutes: The May 2006 minutes were approved as presented.

Treasurer's Report: Motion by Carol seconded by Ricke to accept the Treasurer's Report as read. Motion carried.

Bills: Motion by Ron seconded by Don to pay the bills as presented. Motion carried.

Guests: Jim and Polly requested an update on the fire hydrant repair work which the Council hopes to have completed soon. They also asked about having a special assessment for street repairs put on the ballot for 2007.

Roger Swanson requested clarification on the backflow inspection report that is required by the Village of Bear Lake (per the DEQ). He also hoped something could be done regarding sand in his yard, possibly a curb or gutter could be erected. The council will check into various ideas.

2007 Ballot: Motion by Carol seconded by Robert to have Connie check with the Equalization Dept. about obtaining information for putting a special assessment on the 2007 ballot for village street repairs. Motion carried.

Correspondence: MML, Auto-Owners, Manistee Cty. Extension Office and the Manistee County Library.

Amend Budget: Motion by Carol seconded by Ricke to amend the general fund by increasing the insurance line item by $3,000.00 Motion carried.

Motion by Carol seconded by Robert to amend the general fund by increasing the sidewalk line item by $3,000.00 Motion carried.

Complaint: Motion by Ron seconded by Don to send a local resident a letter requesting the removal of a trailer, clothes line and other miscellaneous items on the Village property located adjacent to their home. Motion carried.

Sewer: Motion by Ron seconded by Ricke to send a letter to Michelle McManus, David Palsrok, Pete Hoekstra and Jack Sawka clarifying the Council's position on the proposed sewer project and correcting a few erroneous items of information they may have received regarding Bear Lake. Motion carried.

Superior Energy: Motion by Carol seconded by Ricke to send Superior Energy a letter requesting them to clean-up and restore the land to as close as possible to the original condition i.e.: replace sod, plant grass, spread hay, etc. upon completion of their work projects. Motion carried.

Sidewalks: Motion by Robert seconded by Ron to accept T. Edinger's proposal for various sidewalk repair work in the Village for $5,400.00 Motion carried.

Trees: Motion by Don seconded by Carol to pay for tree, trunk and brush removal for a tree already taken down on Maple Street. Motion carried.

Water: Motion by Ron seconded by Robert to send a certified letter to the owner of a home on U.S. 31 regarding water shut-off within 10 days due to non-payment. New tenants will also be notified of possible turn-off. Motion carried.

Reith-Riley was sent a water bill for 1950 gallons at .10 per gallon used during the paving of the downtown area.

Fence: Motion by Ricke seconded by Robert to allow Tom Evens to erect a fence with a 12 ft. gate behind the new parking lot at Bear Lake School for $2,510.95. Motion carried.

Wellhead Protection Area: Motion by Don seconded by Robert to allow Gosling Czubak to take water samples from three wellsites (2 on Eleven Mile Rd and 1 on Anderson Rd.) per a written request from trustee Vern Best who was unable to attend the meeting. Motion carried.

Vern also requested the council to approve having engineers draw up plans for water main lines for a Stuart Street project and the expansion of the water main in the Ronning and Grove Street areas. The council tabled the request until more information could be obtained.

Discussions Held On:
- Josh Groenwald was hired as the new summer employee.
- Received an estimate for lights by flagpole/bear and will seek other estimates and check with the Bear Lake Promoters about possibly splitting the cost.
- General Liability/Workman's Comp Audit performed by Auto-Owners was conducted with the Village having no problems.
- A permit was received for the beach project to begin with the estimated date of completion by July 8, 2006.
- Will request written permission from a local resident to remove a portion of the broken sidewalk in front of her home and not replace it at this time.
