Village of Bear Lake
March 15, 2006

The Budget Hearing was called to order by President Glen Moore at 7:05 p.m. at the Bear Lake Village Hall.
Present: Vern Best, Connie Guerne, Ricke Guerne, Robert Howe, Glen Moore, Michelle Mortenson, Ron Ronning and Carol Urbanus.
Absent: Don Hyrns.
Funds: The budget was presented with discussion on the various accounts. Changes made were; General Fund: Should be Metro Act instead of Metro Grant. Metro Act Revenue must be used for Village right-of-ways such as sidewalks, trees and streets. Care will be taken to use the revenue first to ensure proper disbursement of the monies. Major Street Fund: Actual transfer out for 2005-2006 was $15,000 not 0. Water Fund: Wellhead Protection Grant 2005-2006 actual should be $3,000 instead of $3,600. The proposed 2006-2007 Wellhead Protection Grant line item was changed to $3,600 income and $7,200 in expenditures.
Millage: Discussion was held to tentatively set the millage at 9 mills.


The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:35 p.m. at the Bear Lake Village Hall.
Council Present: Vern Best, Connie Guerne, Ricke Guerne, Howard Higley, Robert Howe, Glen Moore, Michelle Mortenson, Ron Ronning and Carol Urbanus.
Absent: Don Hyrns.
Guests: Sue Setzer.
Minutes: The February 2006 minutes were approved as presented.
Treasurer's Report: Motion by Ron seconded by Vern to accept the Treasurer's Report as read. Motion carried.

Budget: Motion by Robert seconded by Ron to adopt proposed budget with corrections for 2006/2007 fiscal year. Also tentatively set the millage at 9 mills. Motion carried.
Bills: Motion by Carol seconded by Ricke to pay the bills as presented. Motion carried.
Guests: Sue Setzer expressed her feelings that the Village should be responsible for bills concerning a car accident that took place on March 2, 2006 between the Village plow truck and her son's vehicle. She felt the maintenance man was negligent and should be reprimanded and would like approximately $3,200 in damages. She relayed that some residents complained that the snow plow driver should stop at stop signs and is consistently driving too fast. She will be notified next month as to the decision of the Village council.
Accident: Motion by Vern seconded by Ron to have Glen contact the Village Attorney for a legal recommendation concerning the Setzer/Village Plow Truck accident. Motion carried.
Wellhead Protection Update: Water Awareness Week at Bear Lake School was proceeding successfully thus far. Students were treated to various presentations and participated in hands-on activities revolving around groundwater. Students were also encouraged to participate in a poster and placemat design contest. Items purchased for educational purposes included VHS, CD's, DVD's, coloring books, crayons and other various materials. Vern will be reimbursed from the Wellhead Grant Fund for $64.59 for ink cartridges purchased. Vern also received 10 free CD's for our use.
Correspondence: Manistee County Clerk Annual Address List, Manistee County Clerk Tax Allocation Board Listing and New Associate Hired at Bittner, Hyrns.
Motion by Vern seconded by Ron to send a letter to a homeowner on Potter Road regarding complaints about numerous vehicles blocking the road and right-of-way. A copy will also be sent to the Manistee County Sheriff's Dept. Motion carried.
Tax Bills: Motion by Vern seconded by Ron to sign the Contractual Services Agreement with Manistee County to provide the necessary personnel and computer services for taxes for the 2006 calendar year for a price of $1.00 per parcel. Motion carried.
Water Main Upgrades: Estimates for upgrades were received from Nordlund & Associates for 3 different areas in the Village. No action was taken at this time.
Payment Pre-Approval: Motion by Carol seconded by Vern to pre-approve the bills from the Wellhead Protection Grant for payment to AWWA for $561.22 and Staples for $250.67. Motion carried.
Brush Pickup: Motion by Vern seconded by Robert to accept Thompson's Tree & Brush Removal $5.00 increase for brush pickup for the 2006 season. Motion carried.

Discussions Held On:

- New trash bag pickup from Allied Waste is now on Wednesdays.
- Fire Hydrant Report - 2 hydrants will possibly be raised 18" in the spring.
- Pay raises were discussed with agreement that ethically raises should be given at the beginning of the fiscal year.
- Request to have Peterson Insurance give a quote on Auto Insurance for the Village.
- Brush pickup postcards will be sent out with the water bills.
