Village of Bear Lake
November 15, 2006

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present:  Connie Guerne, Ricke Guerne, Howard Higley, Robert Howe, Glen Moore, Michelle Mortenson and Ron Ronning

Absent: Vern Best, Don Hyrns and Carol Urbanus.

Guests: Alice Mummey, George Schafer, Carver Edwards, Larry Mortenson, Brett Gourdie (Gourdie Fraser Assoc.) and Bernie Ware.

Minutes: The October 2006 minutes were approved as presented.

Treasurer's Report: Motion by Ron seconded by Ricke to accept the Treasurer's Report as read. Motion carried.

Bills: Motion by Robert seconded by Ron to pay the bills as presented. Motion carried.

Correspondence: Manistee County Revenue Sharing Board and Consumer's Energy.

Guest: Bernie Ware gave an update on the multi-jurisdictional meeting and discussed the agreement establishing the Bear Lake Community Joint Planning Commission (BLCJPC). At this time, Robert Howe and George Schafer will represent the Village and reside on the commission.

Motion by Ron seconded by Robert to approve village resident George Schafer to serve on the Multi-Jurisdictional Board. Motion carried.

Motion by Robert seconded by Ricke to approve the agreement establishing the Bear Lake Community Joint Planning Commission. Motion carried.

Motion by Robert seconded by Ron to approve an ordinance to establish a Joint Planning Commission among Pleasanton Township, Bear Lake Township and the Village of Bear Lake to be known as the Bear Lake Community Joint Planning Commission and to repeal all ordinances in conflict herewith also known as Ordinance No. 2006.01. Motion carried.

Guest: Alice Mummey read a letter from Rick Gerber, manager of Auto-Value, requesting the holes to be filled in behind his store and snow plowing performed in the winter because it is a public parking lot. The council informed Alice that the Village owes a 15 foot alley way which they will re-gravel. The rest of the parking lot would remain the responsibility of the store owner.

Guest: Brett Gourdie from Gourdie-Fraser has been working with the Council regarding a grant for infrastructure upgrade and/or replacement of various water mains and fire hydrants. The Village will hire the services of his company for approx $500-$900 to pursue the necessary paperwork to secure a possible grant for 2007.

Motion by Ron seconded by Robert to change the next meeting from the 20th to December 13, 2006. Motion carried.

Motion by Ron seconded by Ricke to remove $20,000 from the Park Fund CD (pending a penalty check) to acquire the Schmidt property on Lake Street in the Village. Motion carried.

Discussions Held On:
- Miss Dig has marked the Turney property on Virginia street for a water main repair.
- The Council will look into purchasing and/or repairing the picnic tables in the park.
- The Clerk will check into the plans for the 2007 Wellhead Grant and will present the information at the next meeting for possible approval.
