October 18, 2006

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present: Vern Best, Connie Guerne, Ricke Guerne, Howard Higley, Robert Howe, Don Hyrns, Glen Moore and Ron Ronning

Absent: Michelle Mortenson and Carol Urbanus.

Guests: Mike Cox (DEQ), Alfred Johnson, Carver Edwards, Don Raiff and Bernie Ware.

Minutes: The September 2006 minutes were approved as corrected.

Treasurer's Report: Motion by Vern seconded by Don to accept the Treasurer's Report as read. Motion carried.

Bills: Motion by Ron seconded by Robert to pay the bills as presented. Motion carried.

Correspondence: Manistee County Library, MML, Karen Cromie, Manistee Community Foundation, Board of Commissioners and Prosecuting Attorney.

Guest: Bernie Ware gave an update on the multi-jurisdictional meeting and discussed the agreement establishing the Bear Lake Community Joint Planning Commission (BLCJPC). The group is requesting at least one elected official and two community members to reside on the commission. Next month's meeting will offer continuing information and updates.

Guest: Mike Cox gave a general overview of the State Revolving Fund and Strategic Water Quality Inititaives Fund Grant Program that is available to municipalities. Eligible activities include planning activities such as project plan preparation, I&I studies, SSES work, soil borings and non-constructions costs of pilot projects. Design Engineering services are also eligible. An application should be submitted as soon as possible if the council wishes to take advantage.The council will take all information under advisement.

MCCF: Motion by Robert seconded by Vern to send The Manistee County Community Foundation $178.75 toward our share of the MI State Small Town Design Initiative fund request. Motion carried.

Pavilion Roof: Discussion was held on cost estimates. No action taken at this time.

Schmidt Proposal: Motion by Ron seconded by Robert to offer Mr. and Mrs. Schmidt $5,000 per year for four years (total $20,000 + interest), for their land on U.S. 31. Motion carried.
Don will talk with them regarding details.

Cathodic System Repair: Motion by Robert seconded by Vern to allow CorPreTek to replace the rectifier on the water tank system for $4,121.00 and to pay $350.00 for the annual testing of the system. Motion carried.

Park Property: Motion by Ron seconded by Vern to survey the O'Rourke property (in Hopkins Park) and if no survey of park roadway is found, then a survey of the roadway will also be performed. Motion carried.

Discussions Held On:
- Repair on the road to the park will be withheld pending a property dispute resolution.  
- Road repair to the entrance of Hopkins Park will be put on hold until next spring.
- Information regarding special millage for street improvements could be found utilizing the MI
Municipal League, or possible the Village Lawyer. Equalization Dept. does not offer help to get a special millage on the ballot.
-Usage for the O'Rourke property in Hopkins Park was discussed. Ideas included but were not
limited to a walkway or path extending down the stairway.
