September 20, 2006

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present:  Vern Best, Connie Guerne, Ricke Guerne, Howard Higley, Robert Howe, Don Hyrns, Glen Moore, Michelle Mortenson, Ron Ronning and Carol Urbanus.

Guests: Jim Ludwig, Polly Ludwig, Don Raiff and Bernie Ware.

Minutes: The August 2006 minutes were approved as presented.

Treasurer's Report: Motion by Ron seconded by Robert to accept the Treasurer¹s Report as read. Motion carried.

Bills: Motion by Ron seconded by Ricke to pay the bills as presented. Motion carried.

Correspondence: Manistee County Library, MML.

Guest: Bernie Ware gave an update on the multi-jurisdictional meeting that will be held on September 25th, 2006 at 7:00 p.m.  Offered a rough estimate of $2,000 that the Village may want to add to their planning budget for future matching funds.

Guest: Don Raiff, representing the Bear Lake Property Owners Association gave an update on the Eurasian Water Milfoil Beds in the lake. At this time, no other major beds have been located. Don requested 2 people from the council to join their committee that will address treatment options and cost.

Guest: Jim Ludwig inquired about when leaf pick-up will begin and what we can do about loose leaves on the streets. Connie will include a list of rules concerning leaf pick-up in the next water bills.

Amend the Budget: Motion by Carol seconded by Don to up the Park Fund Repair & Maintenance line item by $700.00 to $1200.00. Motion carried.

Water Line: Motion by Don seconded by Robert to install 2" water line was rescinded and re-worded to read: Motion by Don seconded by Robert to install a regular water line to the new Walburn home. Motion carried.

Water Tower: Motion by Ron seconded by Don to pay $350.00 to CorPreTek for a quote regarding the condition of the cathodic system on the water tower. Motion carried.

Schmidt Proposal: The Council would like to obtain more information regarding their proposal for land located on downtown Lake Street i.e.: price, time frame and terms. Discussion will be held on this issue at next month's meeting.

Website: Motion by Don seconded by Robert to change from Inno-Tech to Gear-It-Up as host of the website for $175.00. Yes votes: Ricke Guerne, Robert Howe, Don Hyrns, Ron Ronning, Carol Urbanus and Glen Moore. No vote: Vern Best. Motion carried.

Vision Newsletter: Motion by Carol seconded by Robert to post the Bear Lake Bulletin on the Village website with the Village paying for the first issue and possibly splitting the cost of the next issues. Yes votes: Ricke Guerne, Robert Howe, Don Hyrns, Ron Ronning, Carol Urbanus and Glen Moore. No vote: Vern Best. Motion carried.

Park: A bid was received to repair the pavilion roof. The council would like to check with other sources for additional bids.

Streets: Motion by Ron seconded by Ricke to repair areas on three Villages streets along with the entrance road into Hopkins Park.

Privacy Notice:
Motion by Vern seconded by Carol to approve the Social Security Privacy Notice. Motion carried.

Wellhead Protection: Corkey gave a report that every water site tested by SOS Analytical tested good or at non-detectable levels. He also conveyed that the Village received a $2,500 Wellhead Grant for 2007.

Discussions Held On:
- A letter concerning a local resident's dissatisfaction with Hopkins Park was received and read at the council meeting. Glen will talk with our campground host.

- The Village received a $500 from the Promoters to help with the cost of lighting the bear and flag.

- The Council will invite Mike Cox to our next meeting to discuss the SWQIF Water Fund.

- A $2,000 check will be sent to Pleasanton Township for the Village's portion regarding the Multi-Jurisdictional Committee.

Meeting adjourned at 9:00 p.m.
