Budget Hearing
February 7, 2007

The Budget Hearing was called to order by President Glen Moore at 7:00 p.m. at the Bear Lake Village Hall.

Council Present: Carver Edwards, Connie Guerne, Howard Higley, Robert Howe, Glen Moore, Larry Mortenson and Michelle Mortenson.

Absent : Ricke Guerne, Don Hyrns and Ron Ronning.

Funds : The budget was presented with discussion on the various accounts. Changes made included: Major Street Fund - Net Expenditures should read (7,150.00); Minor Street Fund - Contributions from Major St. should read $5,000.00; Water Fund - Capital Outlay should be $0

Millage : Discussion was held to tentatively set the millage at 12 mills.

February 21, 2007

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present: Carver Edwards, Connie Guerne, Howard Higley, Robert Howe, Glen Moore, Larry Mortenson and Michelle Mortenson.

Absent: Don Hyrns and Ron Ronning.

Minutes: The January 2007 minutes were approved as presented.

Treasurer's Report: Motion by Carver seconded by Larry to accept the Treasurer's Report as read. Motion carried.

Budget: Motion by Carver seconded by Bill to adopt the proposed budget for the 2007-2008 fiscal year. Motion carried.

Bills: Motion by Bill seconded by Carver to pay the bills as presented. Motion carried.

Correspondence: Manistee County Library, Consumer's Energy, MSU Extension and Manistee Cty. Revenue Sharing Board.

Tax Bills: Motion by Carver seconded by Bill to sign the Contractual Services Agreement with Manistee County to provide services for property taxes for the 2007 calendar year at a cost of $1.00 per parcel. Motion carried.

Millage: Motion by Ricke seconded by Larry to set the village rate at 12 mills. Motion carried.

Insurance: Motion by Ricke seconded by Bill to approve the transfer of the insurance carrier for the Village to the Michigan Municipal League, saving an estimated $4,500.00. Motion carried.

Computer Software: Motion by Bill seconded by Carver to purchase the necessary Quickbooks programs for the clerk and treasurer. Motion carried.

Meetings: Motion by Ricke seconded by Don (Carver) to increase the monthly meeting pay for council member to $45.00 per month. Motion carried.

Discussions held on:
- Request Gerry Peterson from the Manistee County Road Commission to attend the March meeting to discuss road repairs.

- Check to make sure storm & sewer drain coverage was included with the new insurance carrier.

- Schmidt land purchase agreement was submitted and we are waiting for final approval.

Meeting adjourned at 8:10 p.m.
