January 17, 2007


The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:33 p.m. at the Bear Lake Village Hall.

Council Present: Carver Edwards, Connie Guerne, Howard Higley, Robert Howe, Don Hyrns, Glen Moore, Larry Mortenson, Michelle Mortenson and Ron Ronning.

Absent: Ricke Guerne.

Guests: Gregg Brown, Elaine Bush, Tim Richard and Carol Urbanus.

Minutes: The December 2006 minutes were approved as presented.

Treasurer's Report: Motion by Ron seconded by Don to accept the Treasurer's Report as read. Motion carried.

Bills: Motion by Bill seconded by Don to pay the bills as presented. Motion carried.

Correspondence: Manistee County Library and Pauline Jaquish.

Guest: Carol Urbanus (former council member) offered guidance regarding the brush pickup postcards/setup for Village residents. She also expressed concern regarding the council's decision to pass on the 2006/2007 Wellhead Protection Grant. She was reassured that it is not uncommon for municipalities to take a year or two off and reapply in the future.

Guest: Gregg Brown presented a water system analysis with averages from the year 2005. The Village pumped 27,270,000 gallons of water divided by 365 days per year = 74,712.33 gallons per day divided by the Village population of appox. 318 residents = 234.94 gallons per day, per person - well above the Manistee County Health Dept.'s figures of 150 gallons per person, per day. Council members pointed out that Bear Lake School is located in the village as well as Hopkins Park Campground which could account for the increase of water usage.

Guest: Elaine Bush, representing the Manistee Conservation District, gave an information pamphlet on the upcoming Free Household Hazardous Waste Collection Day set for August 25th, 2007 at the Manistee County Road Commission on Chippewa Hwy. For more information on acceptable and unacceptable items you can call 231-889-4761.

Motion by Ron seconded by Larry to allow the Bear Lake Promoters to use Hopkins Park for their annual Easter Egg Hunt set for April 7th. Motion carried.

Motion by Carver seconded by Don to appoint Village resident Jim Reed to replace Michelle on the Bear Lake Joint Planning Committee. Motion carried.

Motion by resolution by Ron seconded by Don to appoint Michelle as new street administrator to replace Ricke Guerne who is stepping down. Yes votes: Carver Edwards, Bill Howe, Don Hyrns, Ron Ronning and Glen Moore. Abstain: Larry Mortenson. Motion carried.

Motion by Don seconded by Ron to increase the Street Administrator's wages from $600 to $1,000 per year. Yes votes: Carver Edwards, Bill Howe, Don Hyrns, Ron Ronning and Glen Moore. Abstain: Larry Mortenson. Motion carried.

Motion by Don seconded by Bill to increase the President's wages from $1,200 to $1,800 per year. Yes votes: Carver Edwards, Bill Howe, Don Hyrns, Larry Mortenson and Ron Ronning. Abstain: Glen Moore. Motion carried.

Motion by Don seconded by Bill to increase the Maintenance Supervisor wages from $600 to $1,000 per year. Yes votes: Carver Edwards, Bill Howe, Don Hyrns, Larry Mortenson and Ron Ronning. Abstain: Glen Moore. Motion carried.

Motion by Carver seconded by Bill to approve Wilson, Ward CPA Firm to provide the 2006 - 2007 audit. Price not to exceed $4,944.00 Motion carried.

Motion by Ron seconded by Don to add four plugs to the outlet by "The Bear and Flagpole." Motion carried.

Motion by Don seconded by Larry to upgrade the lights in the Village garage. Motion carried.

Discussions held on:
- A purchase agreement will be presented to the Schmidt's in an effort to finalize the purchase of land on U.S. 31

- A special meeting will be held on February 7th at 7:30 p.m. at the Village Hall to discuss the 2007-2008 budget.

- Larry will check with Thompson's Tree & Stump removal about brush pickup service for 2007.

Meeting adjourned at 8:35 p.m.
