The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.
Council Present: Carver Edwards, Howard Higley, Alice Howe (Correction), Robert Howe, Don Hyrns, Glen Moore, Michelle Mortenson and Ron Ronning.
Absent: Ricke Guerne and Larry Mortenson
Guests: Don Brisbin, Greg Brown, Rick Farfsing, Judy Kuhn, Don Raiff and Jim Reed.
Minutes: The June 2007 minutes were approved as presented.
Treasurer's Report: Motion by Carver seconded by Ron to approve the treasurer's report. Motion carried

Bills: Motion by Bill seconded by Carver to pay the bills as presented. Motion carried.
Guest: Rick Farfsing representing Vision Bear Lake and Promoters updated the Village on the recent grant application for $15,000 to help improve the newly acquired property on Lake Street and the walk entrance to Hopkins Park Campground. The Council would like to revisit the design plans if the the grant is received in an effort to beautify the area yet keep it functional for the neighboring businesses.
Motion by Ron seconded by Bill to improve the property on Lake street if the grant applied for by Vision Bear Lake is approved. Yes votes: Bill Howe, Don Hyrns, Ron Ronning and Glen Moore. No vote: Carver Edwards. Motion carried.
Motion by Don Hyrns seconded by Carver Edwards to pay Hopkins Park Host Judy Kuhn $500 per month for July and August for her extra work with the campground. Motion carried.
Motion by Ron seconded by Don to pay Bill Howe $100 per month for July and August for his extra work with the campground. Motion carried.
Motion by Ron seconded by Don to purchase a cell phone that will be used strictly for the campground. Motion carried.
By Resolution a Motion by Ron seconded by Don to establish the Bear Lake Improvement Board and appoint Carver Edwards as the Council's representative. Motion carried.
Motion by Carver seconded by Ron to issue a payment of $833.00 to LIAA for their additional share of the money needed for the Joint Planning Committee. Motion carried.
Motion by Bill seconded by Don to allow the Manistee County Road Commission to repair various roads in the Village for the sum of $52,250.00. Motion carried.
Motion by Ron seconded by Bill to send a registered letter for water shutoff giving them 10 days to make payment arrangements. Motion carried.
Motion by Ron seconded by Don to institute a new water bill policy which states that if a customer is destitute on the property tax roll they will not receive a water bill from the Village. Motion carried.
Discussions held on:
- Thompson's tree & stump removal will be contacting regarding tree by the flower shop is in need of trimming.
- A thank you will be sent for a picnic table donation that was received.
- The annual audit is in progress.
- Issues regarding Hopkins Park Campground were discussed.
