Corrections to APRIL 16, 2003 meeting of the Bear Lake Pleasanton Area Utilities Authority approved June 18. :

1. Please amend in lead sentence: “first regular” to read “organizational”

also: amend “Interim Chairperson” to read “Pleasanton Township Supervisor” as at that time Mr. Alkire had no formal position or title.

2. Under “Members Present”:
Please remove Mr. Wilson’s title as “Attorney for the Authority” as at that time he had not been appointed as same.

3. Under Paragraph #3:
Please rename “past and last sewer board” to read “Bear Lake Pleasanton Sewer Board”

Also: Please amend the sentence beginning “Due to the need .......... and ending Mathieu”. A request was made to approve those minutes of Mr. Best who did not second. Attorney Wilson pointed out to those present that this Board does not have any legal standing to approve or comment on the actions of any prior Board. Further as that Board had ceased to legally exist by April 16, 2003 there was no mechanism to approve or dispute said minutes. They should merely be entered into the record.

4. Under paragraph #4:
The same observation applies to the term ‘Treasurer’ as above. This statement should read “ a financial statement of the expired Bear Lake Pleasanton Sewer Board was presented by Bear Lake Township Treasurer Don Shreve.” The sentence concerning the transfer of moneys should read “ the issue of balance transfer needs clarification. Attorney Wilson recommended it be done by a vote of each constituent municipality.”

5. Any time written documents are part of the official record it should be so noted and the public notified where a copy may be viewed.
Therefore under paragraph #5: a sentence should be added “{Said Articles and Bylaws are attached to these minutes and may be viewed or a copy requested from each constituent municipality.}”.

6. Under paragraph #7: The first sentence is not factually correct and should be omitted. The dates were agreed to but the calendar was distributed after the meeting.

7. Please insert the word “Draft” before Engineering Report to distinguish which version we are referring to.
In the second sentence beginning “Due to the 4 years of time elapsed.” is an error as it has only been 2 years since publication of the Feasibility Study on March 21, 2001. Also the statement is incorrect as the cost of the project has risen because the scope of design and transmission has been altered from that submitted in the Feasibility Study.
In the final paragraph of this section, text should read - “A CD Rom of the Draft Report was requested for making it available for review by Village Trustees and other citizens. Mr. Fuller agreed to make additional copies available but that final electronic formatting for publication could wait till the Final version is approved.”
